Elen Anterth is an elf affiliated with the Cadarn clan and a master of all of RuneScape's skills. She can be found in the garden of the Max Guild occasionally equipping her various skillcapes and performing their emotes.
Like Max in Varrock, she will sell you the Max cape and Max hood for 2,574,000gp once you yourself have achieved level 99 in all skills. She will also direct you to the master of each skill if asked.
Once you own a Max cape, she will teleport into the Max Guild Tower and in here she will sell all skillcapes for the standard 99,000gp each.
