He's in control of the whole mining camp.
Miscellaneous Information:
He is in charge of the Desert Mining Camp. You will need to distract him during The Tourist Trap Quest in order to be able to open the chest next to his desk to get the Technical plans. If you do not distract him properly, then he will call for his guards. Search the table he is sitting at in order to get the Cell door key. See the quest guide for more information.
