The Candle-maker runs the Candle Shop in Catherby which sells Candles. If you attempt to buy 4 Candles, he will instead sell you a Fork handle.
During Merlin's Crystal you will have him make you a Black candle using a Bucket of wax and he will stock these after the quest is complete.
