While this is a Members item, it can be obtained on non-members worlds. Any level of pickaxe can be used for the activity. There is a guaranteed 1/1,500 chance to obtain the fragment while mining a Shooting Star. Each strike (gaining Mining progress) gets you closer to obtaining it.
