Unlike most other cities and areas throughout Gielinor, Fort Forinthry is entirely player built. Within the Fort there are several walls and buildings which will need to be built. What tier you build them to, and if you choose to rebuild them for additional construction experience, is up to you. In order to begin building the Fort, you will need at least partial completion of New Foundations and additional buildings will be accessible/necessary as you proceed through the questline.
When creating the fixtures within the Fort, you will use various frames and wall segments which can be purchased or self-made.
At different levels, higher tier frames can be created. From scratch, it takes 12 logs (or planks) to create 1 frame. While you will need at least one of each tier frame at least once, not all buildings use the same tiers of wood/frames - See the specific buildings and fortifications for details.
Unlike the frames, there is only 1 type of stone which will be used in the construction. From scratch, it takes 4 limestone (or limestone bricks) to create 1 Wall segment.

In order to build (or reinforce) any structure within the Fort, you will need to begin at the Blueprints table found on the East side of the Workshop. Here, you will bring the necessary materials (frames and wall segments, noted and unnoted work) and make your selection. Keep in mind that you can only build ONE thing at a time. Whatever is being constructed can be cancelled, but you will NOT get back the materials used to start the building. To cancel a build, simply use the Blueprint table again. Bill will confirm that you want to scrap your current progress and you will be given the option to tell him yes or no.
Each building tier will have a specific Construction requirement and will need to have the previous tier built first. While the Assist System cannot be used to create buildings early, boosts can be used and are only necessary when selecting the building to build/reinforce. Once you have made your selection, you will receive no experience, however, construction hotspots will appear on the structure you have chosen. One of these hotspots will be shiny, this is the optimal hotspot which will move roughly every 30 seconds. Building this hotspot specifically will help you complete it 40% faster, award 20% more experience, and increase the Perfect Build effect. While building/reinforcing something, you will earn 80% of the experience as you are completing it and the remainder of the experience is calculated from the base experience from the building and can be increased with the Perfect Build status and boosts at the Workshop.
Note that there is no real benefit from reinforcing an existing building tier. The only thing you get from it is the experience. Now that we've gotten the basic how-to out of the way, let's focus on the actual things to build.
The lodestone can be created once you have completed New Foundations. Within the Blueprint table selection window, it is located under the Miscellaneous section. The lodestone itself is created just outside the South gate to the West.

The sections below are based on chronological order of necessity: Workshop, Town Hall, Command Centre, Chapel, Kitchen, Guardhouse, Ranger's Workroom, Grove, Botanist's Workbench.
The Workshop is the building that is created first during New Foundations. It is used as the first step whenever building/reinforcing a structure. This building is where you can find Bill and includes a Bank chest, Blueprints table, Sawmill, Stonecutter, and Woodworking bench regardless of what tier is built. These will all help you when processing any timber and stone needed to upgrade/reinforce the Fort. Additionally, Bill runs a store where you can purchase Construction supplies.

The Town Hall is 1 of 4 buildings which must be built before starting Murder on the Border. Here you will find Aster and Zoe. Speaking with Zoe will enable you to customize the Fort decorations and speaking with Aster will allow you to trade in your Rested Experience.
Rested Experience is gained while Offline (Lobby counts) and while Skilling in the Fort. Only uninterrupted time will accumulate Rested Experience and the timer will start from 0 after logging out. The rate at which you gain it can be increased based on the tier of your Town Hall. The amount of Bonus Experience you recieve is determined as
This amount is then rounded down to the nearest 0.1 experience. So if you have 10 Rested Experience and are using it on a skill you have level 39 in (866 BXP) it would be calculated as (10 x 866) / 100 and earn you 86.6 Bonus Experience.
Note that all of your Rested Experience will be traded in at once; you cannot share it amongst multiple skills. Additionally, Free-to-Play users are unable to claim the Bonus Experience, however, they will continue to acquire Rested Experience which can be claimed when Membership is once again purchased.

The Command Centre is 1 of 4 buildings which must be built before starting Murder on the Border. Here you will find Overseer Siv. Within this building you are able to control operations for your Anachronia Base Camp, Archaeology Research, the Kingdom of Miscellania, and your Player-Owned Port.

The Chapel is 1 of 4 buildings which must be built before starting Murder on the Border. Here you will find Father Flint. When using the altar, you will notice there is a Chapel Burner on either side. At these burners, you can burn (noted or unnoted) any type of Clean herbs to have a chance of saving offerings at the nearby altar. Each herb, regardless of level, will add the same amount of time to the timer; this can be stacked up to 1 week in total (168 hours) and will increase with the Chapel's tier. Note that the timer is shared amongst all on the world, thus it is suggested to use the "Portables World (84)" as there will likely be a large amount of time stacked.

The Guardhouse is created during Unwelcome Guests and you will be able to find The Raptor just North of it. Inside, you will find 3 trophy stands where you can mount Slayer trophies earned by completing The Raptor's Slayer Challenges.

The Ranger's Workroom is created during Dead And Buried (Step 5) on the Western wall of the Guardhouse. Once built, it has a Bank chest, fletching workbench (acts as Portable fletcher), spinning wheel, and even a target for practice. Here you will find Sofia hanging out.

The Grove, and its cabin, can be built after completion of Unwelcome Guests - either before or after starting Dead And Buried (step 4). To do so, you will need to speak with "???" (later named Oak) near the Chapel and then speak with Bill to create the Eastern Border Wall. This will enable you to build Tier 1 of the Grove Cabin. To create Tier 2 and 3, you will need to turn the East Fort wall into a Gate so you'll have to speak with Bill again. Here you will find Oak and Willow.

Completion of Ancient Awakening is required to build the Botinist's Workbench. Similar to the Ranger's Workroom, the Botanist's Workbench is not it's own stand alone structure, however, this one is an add on to the Town Hall not the Guardhouse. Note that before you will be able to use the workbench, you will need to speak with Granny Rowan, Sofia, and then Granny Rowan again. Granny Rowan can be found near the workbench (West side of the Town Hall) with her cat Leaf.

Fortifications are first built during New Foundations. This includes both gates as well as the main fortress wall. Later, after completion of Unwelcome Guests, you will be able to modify the Eastern wall to include a gate. This enables quick access to the Grove. All wall and gate sections (including the rebuild) award 3,360 experience and have 160 base batches of progress (can be decreased by building at optimal hotspots).
The table below lists the total number of planks and wall segments needed to create all of the fortifications. Table lists walls starting from the Rear Gate and traveling clockwise around the Fort, whith the East gate modification at the bottom.
