This is used together with Animal skulls to create an impaled skulls decoration in the quest area you create for Philipe Carnillean during the Carnillean Rising quest. During this quest this item can also be used together with bone scraps to create a spike pit obstacle. If you destroy this item you can obtain another by searching the Barrel of junk in the Carnillean house basement again.
