So, my boyfriend and I were members through the whole of August and September, and we both received our xp notes and Fate cards. Problem is, his inventory was full at the time and were sent to some npc for holding until he goes and picks them up.Problem being, neither of us had the presence of mind to write down who has them. Does anyone here know who?

Yepp, I'm sure it's diango in Draynor village. He always holds event items and special items.

Diago at the Draynor Market should have them.
In fact, Diago is your go-to guy if you ever have questions about Holiday Items. Whether you misplaced them, lost them, or can't find them...Diago will most likely have them stored up safe and sound for you.
