The NPC contact spell requires 2 Air runes, 1 Cosmic rune, and 1 Astral rune to complete. It allows you to talk to certain NPC (non-player characters) throughout the game without having to go to their location. This is a lunar spell so it requires the Lunar Diplomacy quest to use. It also requires level 67 Magic.
