Talk to Peter.
Instructions:
  1. Travel to the center of Rimmington and speak to Peter next to the well. He will inform you that King Slime is in trouble again. Peter has a plan to get the situation under control, but needs your help. Offer to help him and the king will appear. Peter will begin to explain his plan, at which point Queen slime will appear. Eventually, Peter suggests to dress up the king with a top hat.

    Note: The easiest way to reach Rimmington is by using the Port Sarim lodestone and running West.

  2. Pay a visit to Thessalia's clothes shop, just South of Varrock's Square. Ask her about the quest and you will explain to her that unlike last time, there are now two slime royals to deal with. Tell her that you are looking for a top hat. Because you are a trying to save the world, she will just give you a Giant top hat for free.

    Note: The easiest way to reach Varrock is by using the Varrock lodestone.

  3. Take to Giant top hat back to Peter in Rimmington. Sadly, he will not be satisfied with your choice and will demand that you take it back to Thessalia. Return to her shop and try to exchange the hat for a smaller one. Unfortunately, she only makes large hats. Thessalia then suggests that you should talk to Eva, who has been working on a shrinking machine.

  4. Talk to Eva in her house, South of the Varrock East bank, and tell her that Thessalia sent you. Explain to her that you need her help to shrink the Giant top hat. You can use her shrinking machine, but will first need to configure the control panel. To successfully configure it, select the correct option in the following order: 1, 3, 1, 2, 2, 1. You will then put the hat into the machine and receive a regular Top hat.

  5. Return to Peter in Rimmington and give him the Top hat. A cut scene will occur in which Peter puts the hat on King Slime. The king then makes his move, but without success. Peter then suggests you poke the Queen Slime to find out why she didn't fall for the king. Poke the Queen South of the well and you will receive some Pink goop.

    Note: The easiest way to reach Rimmington is by using the Port Sarim lodestone and running west.

  6. Show the Pink goop to Peter, who suggests you may be able to use it for the cause. Since she is drawn to something it would make sense that a piece of her self would be too. He asks you to use the goop around the place to find out if it is being drawn anywhere in particular. Before you leave he will give you a Bucket, which may come in handy.
    Use the bucket on the cauldron in Hetty's house, just North East of the queen. You will receive a Bucket of purple goop.

  7. Use the Bucket of purple goop on King Slime. Once again the king will make his way towards the queen. This time his attempt is what you may call successful. In a cut scene the queen will absorb the king and leave.

  8. Talk to Peter to receive your reward.
