One of the retired twin sisters from the Evil Twins random event, now found in a house next to the South entrance of Varrock. She is standing opposite her sister Molly (who is wearing exactly the same outfit), when you speak to either one they will argue about who is the evil sister and keep switching places.
Moira also plays a small part in Dimension of Disaster, if you go the Black Arm Gang route. She will give you two forged documents; one for each half of the shield.
