Strategies:
To damage this monster you must have completed Dishonour among Thieves and have at least level 99 Slayer.
When on a Slayer task, you are guaranteed to have one spawn at some time. When not on task, they have a spawn rate of 1 in 1,000. It is possible to improve the rate to about 1 in 15 by using a Soulgazer charms or Seeker charms on the portal at the North end of the dungeon.
There is also a very small chance that instead of a normal elite Soulgazer spawning that a Veil-ripper Ozharakha will appear instead.
