He is the commander of the Black Guard in Keldagrim. Talk to him to start The Giant Dwarf and Forgiveness of a Chaos Dwarf quests. During the quest, he will appear as "Veldaban", but will go back to normal again. He is the main person to talk to throughout the King of the Dwarves quest.
