You must have level 50 Thieving and level 50 Agility to enter the Rogues Den!
To get to the Rogues Den, talk to the Tostig, the bartender at Burthorpe's Toad and Chicken Inn. Don't buy a drink. He'll say something about a singing grey squirrel. Then you say something about a cat dancing in the sink. He says that you need the trapdoor behind the bar. Suddenly a trapdoor appears (it will always be visible to you from now on). Enter it and you're in the den.
There's a bank there (right click on or just talk to Emerald Benedict, located towards the southwest) and 2 different things to do: Cracking safes and the Maze (see map above). To make safecracking easier, purchase a Stethoscope from Martin Thwait. He also buys anything, just like a regular General Store.
To enter the Maze talk to Brian O'Richards, who will give you a Mystic jewel. You must put Everything in the bank except the jewel in order to enter the maze (nothing is allowed: no capes, no jewelry, no weapons, nothing.) There are no physical enemies in the maze, and "dying" there just takes you back out to the entrance (since you carried nothing, you lose nothing!)
