Start Point:
South of Varrock.
To Start:
Speak to Rat Burgiss.
Instructions:
  1. Speak to Rat Burgiss, who is located at the crossroads south of Varrock and north of Lumbridge. He will tell you that a bunch of Outlaws have ransacked his trading cart and that he needs you to get back the 5 papers they stole from him. He will give you a An empty folder to hold them in.

  2. Head to the northwestern corner of the Grand Exchange and climb into the underwall tunnel. Then, walk south between the river and the wall to reach the Outlaw camp.

    Note: If you do not have 21 agility to use the tunnel shortcut, then you will have to walk or teleport to Edgeville. From there, cross the river and walk south to reach the Outlaw camp.

  3. Once at the camp, kill 5 Outlaws (level 32) to retrieve 5 of Rat's papers papers, then use them on the folder Rat gave you.

  4. Return to Rat with the Full folder, and he will give you another assignment. He will ask you to deliver his letter to Surok Magis in the library of Varrock.

  5. Head to the library in Varrock Castle and speak with Surok Magis. He will tell you that he can make clay into gold bars. In order to cast the spell, he will need two items, an ordinary Bowl and a wand infused with Chaos. He will give you a Wand for you to infuse and Sin'keth's diary. You will also be told to search the bookcases in northeastern corner of the library for the Dagon'hai history book. Read both books to find out more about the Dagon'hai's hiding place and the shortcut to the Chaos altar.

  6. Now you have to get to the Chaos altar. There are 5 ways to get there. All require a chaos talisman or tiara.

    Option 1: (Recommended, 42 Mining required)
    Leave Varrock via the eastern gates and then follow the path north until you reach the statue of Saradomin. Talk to Anna Jones and she will give you a Bronze pickaxe. Excavate the statue to reveal a tunnel. Enter the tunnel and then head north until you reach a portal, leading to the second level of the Chaos Maze. Once inside of the maze, climb down one of the two ladders to the Northwest, then proceed to the chaos altar.

    Option 2: (Long and partially Safe)
    Head to the Chaos Temple entrance in the Wilderness. Once inside, make your way through the maze to Chaos Altar. This can take some time as the maze can get frustrating and the walk through the wilderness can also be dangerous. Refer to the Chaos Altar Map for help.

    Option 3: (Mage of Zamorak mini-quest required)
    Go to Edgeville and from there northeast to the Mage of Zamorak. Have him teleport you to the Abyss, then make your way through the rift to the Chaos entrance. Enter it and you will be placed directly in front of the Chaos Altar, so you do not have to go through the maze. Here is a map of the Abyss.

    Option 4: (50 Runecrafting required)
    Use a Chaos altar teleport to teleport you close to the Chaos Temple entrance in the Wilderness. Once inside, make your way through the maze to Chaos Altar. This can take some time as the maze can get frustrating and the walk through the Wilderness can also be dangerous. Refer to the Chaos Altar Map for help.

    Option 5:
    Use a Wicked hood with a consumed Chaos talisman can be used to safely teleport to the Chaos Altar.

  7. Use your wand on the altar, and it will start to glow. Leave the maze for Varrock and take this Infused wand back to Surok Magis. He will ask you to take Surok's letter to Rat Burgiss.

  8. Head back to Rat Burgiss and deliver the message. Rat will explain to you that he is actually the commander of Varrock Palace Secret Guard and that Surok Magis is planning on taking over the Kingdom of Misthalin by using a mind control spell on King Roald. Rat will direct you to Zaff, the owner of the Staff shop in Varrock square, in order to prepare a spell to counteract Surok's magic.

  9. Visit the Staff shop, and Zaff will explain his plan to you. He will give you a Beacon ring and instructions on how to arrest Surok Magis. Get yourself ready for a fight.

  10. Go to the library and attempt to arrest Surok Magis. He will cast his spell on King Roald and you will have to fight him. Fight King Roald until he is at 1 hitpoints and then select 'Summon' on the Beacon Ring. Zaff will arrive. He will save King Roald and take care of Surok. He will then tell you to go and talk to Rat.

  11. Return to Rat Burgiss to finish the quest.

Chaos Shortcut and Beacon Ring:

The Chaos Shortcut is located east of Varrock, where the road leads to the Saradomin statue, as explained in Option 1. You may use it whenever you want. The Beacon ring does not have any special abilities after the quest, except for its 1.5% Magic Crit bonus.
